You may already have some of these. Stencils and paints are affordable and widely available,

and with proper care your equipment will last a lifetime.

The gelli plate is a one-time investment and with proper care it will last for years. I'm still using mine that I bought ten years ago! This guide includes everything you need to look after it, so your plate stays in perfect condition print after print. All you need beyond these things is a stable surface, a little curiosity, and this guide.
